Sure, just put the url of the picture between IMG tags in your post.
EX: URL TO IMAGE

I think what he means is can it be hosted on your server (adding a post attachment through vBulletin)
Not an issue for me since I have my own hosting though.

you could also use photobucket.com. That's what i use and they give you the codes you need to insert a picture.

SlammedLTZ is correct, no one is able to upload attachments to the server right now. It may be enabled in the future depending on the server resources.
