Tranny stuck in 3rd

If I shut it off and restart it works ok. I heard this is a bad ignition switch.
I bought one and I was going to replace it but then I became stumped. How do you remove the steering wheel??

The trans is stuck in 3rd, or just the floor shifter is stuck? Either way, I'm not sure it's the ign switch.
