What's the purpose of the wire connected to the inside of the hood? Not talking about the underhood courtesy lamp. This one is housed in a loom and is held in place by a retainer then bolts to the hood. Is it some sort of grounding point?

It is an electrical ground. You want the hood grounded to help keep RFI out, and contain electrical noise from the vehicle's ignition and computer contained under the hood.
