What r some good spark plugs and wires to get for my 2003 TB LS.

Your TB doesn't have plug wires it has individual coils for each plug.
The consensus here is that the AC delco factory plugs are the way to go

For an envoy with 83k should the plugs be changed on them or is it not necessary?

To change them at 83k is more than likely a waste. I'm at 94k and just bought my plugs to do them in probably 1-2 months. I'm going to do them early just for peace of mind, as rbarrios would say.
But at 83k, you've got some time.

Not necessarily true. I changed mine before 50K miles and it made a world of difference.
Before I changed the plugs, kids on 10 speed bikes were pulling away from me at a stop light! After changing them, I can blow away anybody on - say a moped! :dielaugh:
Seriously though - I think it depends on what type of driving the vehicle has seen. If it was mostly freeway/open road the plugs MIGHT make it 100K miles as GM states. But if you are doing a lot of city driving/idling then I think any time around 50K miles is good.
For Envoy123456 - I'd replace them. What could it hurt? Or at least take one out and see if it's an original - unless you are the first owner of the vehicle!
