Question Transmission Stuck In Gear

I recently began having issues after a refurbished transmission was installed (second one, first one the output shaft broke when service people were test driving after install). About 8 months after having the transmission installed. It has begun to get stuck in 2nd gear. Ill be driving and it will shift as normal but when I go to take off. The transmission will shift from first to second then stay in second gear. It will also do this while driving. Ill be slowing down to make a turn so it will down shift to second. Upon giving it throttle it wont shift out of 2nd or downshift to 1st. its odd that it will fix itself if I disconnect the battery and reconnect it. Doesnt matter how long I leave it disconnected. The warranty I currently had ended about 6 months ago after I made my last payment on the car. This also leads to another issue.

The transmission will go into first on its own, but when I go to manually select first. The transmission wont stay in first and will shift up to 2nd gear. 2nd and 3rd if manually selected will stay in that gear.

Would anyone happen to know the part number on the bracket that is on the neutral safety switch that connects to the gear selector cable? It recently broke and I had it wired in the meantime.
