It simply drove me nuts. It started very early on. I have a 2006 with only 45k miles and it started around 20k.
Fix is as described above.

In my case the washer fit just fine.
I went to Lowes and bought their breaker bar as follows:
1/2 Breaker bar (the 3/8 one was too short to get any leverage)
1/2 to 3/8 reducer
The same tool will come in handy replacing the belt, alternator etc.
Wrong tool will cause you nightmares. Trust me I tried in Spain to take a belt off without a breaker bar and it was a nightmare.
So for 50 bucks ( that includes a new tool) NO more whining.
It was like night and day!
