Instrument panel on 2004 Envoy not working

I was told it might be a blown fuse, but the fuse appears to be good. Also, I was wondering how to fold down the back seats. Thanks!

Pull the tab that's on the middle of the back of the seat bottom up and forward.
Then lift the latch that is on the outside top of the seat back and fold forward.
The head restraints should fold out of the way.
