replacing PS pump line stuck

I'm trying to replace my power steering pump and am stuck on the line coming out of the pump, it won't budge! Any suggestions? The 5/8 just slips, tried vice grips, and beating the heck out of it :/ Would it be a huge PITA to disconnect the line another spot so I can try to remove it from the pump outside the vehicle? I don't see a way to bypass the pulley, not having PS isn't a big deal but not having a ride to work is.

It's a 16mm and 18mm on top that stays in pump so hold 18mm tight and give a kwik smack with hammer on the 16mm,a flare nut wrench is preferred but regular open end will work hit it towards the firewallshould break loose
