License pocket seal

I recently discovered my rear cargo area is severely wet after lifting and lowering rear door noticed all the water that came out of it. Checked door for leaks and the only issue I can find is the seal being broken at the license plate hatch. Anyone have a part number or how to in regards to replacing such seal? I wanna stay away from using silicone.

******In case anyone in the future is looking for this part. Here's the part # 19177141.

It's item #10 in diagram
