06 Trailblazer crazy tailight problems

The brake and signal lights on my Trailblazer are working crazy. They all work including the park lights. The problem is one side brake light works on the top bulb and the other side works on the bottom bulb. This is happening with the signal lights as well. I have no idea how long this has been going on either. I have replaced both taillight circuit boards and bulbs and still doesn't change anything. It isn't a safety concern but I would really like to fix it. Has anyone else experienced this.
