Need help with electrical ASAP

Have a 02 trailblazer lt the DiC keeps saying battery not charging but itís putting out 16 volts when it comes on and the instrument panel and have controls all shut off and come on whenever they feel like it has anybody else had this issue?

By the way the battery has been ruled out just bought one for my truck and sealed to it and it still says it so no bad cell or internal short

Have the alternator tested. It should not put out more than ~14.7 V DC when working properly. It might have fried a diode, the internal voltage regulator or more.

I know that AutoZone and Advance Auto Parts can do a quick test of the charging system with the alternator installed on the engine. The can also do a more comprehensive one if you have the alternator off. I imagine O'Reilly Auto Parts can do the testing as well.
